Ryan J. Scudder served as Executive Assistant Commissioner (EAC) for Enterprise Services (ES) at U.S. Customs and Border Protection (CBP). He oversaw 4,000 personnel across 500 locations, managing $5 billion in annual procurement, 73 acquisition programs valued at $66 billion, 5,800 facilities, and IT infrastructure for over 65,000 users.
 

Before this role, Scudder was the Directorate Chief of Strategic Planning and Analysis at the United States Border Patrol (USBP). His 29-year federal career included 22 years in leadership roles, starting in 1994 as a Border Patrol Agent. He held positions such as Supervisory Border Patrol Agent and Assistant Chief, overseeing border infrastructure projects, and held leadership roles in key sectors like Rio Grande Valley and San Diego.


He completed leadership training through the CBP Leadership Institute and DHS Senior Executive Service Development Course, and in 2018 served as Border Security Counselor for the Secretary of Homeland Security.
