Patty Todaro Bolin
Ms. Todaro Bolin is an executive business leader with more than 30 years of experience in government (US Customs Service and Customs and Border Protection) and industry. She has designed, developed, and directed multifaceted transformational technology and business projects; and, has provided full-scope strategic support for large, complex, multi-agency collaborative efforts across complex regional and national organizations.

In 2017, Ms. Todaro Bolin launched her own business, Innovation Consulting Services (ICS Advisory), where she provides business to business consulting services. Just prior to that, she served as aa Business Development and Operations Executive for several Washington area firms focused on Homeland Security and Justice. She was responsible for driving all acquisition, pricing, business development, capture management, and proposal development.
She was a Program Manager, Project Manager and Subject Matter Expert (SME) for various trade, law enforcement and technology programs. Ms. Todaro Bolin’s resource management, technology and cyber hygiene, strategic planning, acquisition strategy, and business development and capture expertise greatly benefits her clients.
During her last year in federal service, Ms. Todaro Bolin drove financial/budget, human capital, strategic planning, competitive and strategic sourcing, Investment Review Board, and business case development for agency-wide programs for Customs and Border Protection. Ms. Todaro Bolin also served in various leadership and enterprise roles for legacy US Customs and Customs and Border Protection (Trade, Air & Marine, Asset Management, International Affairs, Human Capital and Budget); and, she was part of the initial DHS stand up, focusing on CBP, USCIS and ICE mission, budget and staff.
Ms. Todaro Bolin earned her BS in Business Administration from the University of Maryland. She is a Member of the Executive Board for Women in Homeland Security (WHS); Treasurer of the Border Security Technology Consortium (BSTC); Executive Board Member and Chair, DHS Business Development Exchange (BDE) for the Government Technology Services Coalition (GTSC); a founding member of Chief; and, Member of InfraGuard.
