Technology/Product Challenge –
Guidelines for Submission/Criteria for Judging

E. J. Krause & Associates, Inc. in cooperation with the National Center for Border Security and Immigration, headquartered at The University of Arizona, is sponsoring a Border Security Technology/Product Challenge in conjunction with the 2012 Border Security Expo to be held in Phoenix, Arizona on March 6-7, 2012.  The challenge provides Expo exhibitors and academia, the opportunity to resolve some of the Department of Homeland Security’s highest priority border security technology/product needs. 

Competition entrants will have their proposals judged by Dr. Jay Nunamaker, University of Arizona, Regents and Soldwedel Professor of MIS, Computer Science and Communication, Director of the National Center for Border Security and Immigration; and Matt Allen, Special Agent in Charge, U.S. Immigration & Customs Enforcement, Homeland Security Investigations (HSI), DHS, Arizona.

How the challenge works:
The 2012 Border Security Expo seeks to recognize new technology, products, ideas and original, actionable solutions that can help improve the border security posture of the United States with its Southern and Northern neighbors. There will be three winners of the contest who will receive a plaque recognizing excellence in innovation or application, from the judges during BSE 2012. Purpose
To solicit creative technology/product solutions from the international community of Expo exhibitors and academia for one of the highest priority technology needs for the Department of Homeland Security.

Technology/Product Topic:

Border Security:  By Land-Air-Sea
    • Detection, tracking, and classifying of all threats along the Southern and Northern Borders.
    • Non-destructive tools for inspection of hidden or closed compartments
    • Non-lethal means for law enforcement officers to compel compliance of individuals
    • Non-lethal means for law enforcement officers to allow the safe interdiction of vehicles, vessels, or aircraft
    • Non-lethal means to deter illegal crossing from Mexico or Canada into the U.S.
    • UAV and Robotic Applications
    • Improved non-intrusive systems to detect or identify contraband items hidden in containers, and/or bulk cargo
    • Detect and identify WMD materials (chemical, biological, and radioactive)
    • Reliable container seal security/detect intrusion devices
  • A significant evaluation criteria will also include how the proposed technology improves the flow of legal commerce and people.
Competitor Categories:
  • Exhibitors:  Anyone who exhibits at the Expo
  • Academia:   Full-time university professors or students (undergraduate and graduate)
The following timeline and requirements must be followed:

15 November 2011
Interested companies and individuals provide a 150 word abstract, which provides an overview of their product, technology or solution.
                            
The abstract should follow the following format:

  • Cover Sheet
  • Description of the product, solution or technology
  • Photo of the product if appropriate
  • POC include Name/Competitor Category/phone/e-mail

15 December 2011
Nominees with promising solutions will be notified and asked to Submit more detailed information. (See below)

15 January 2011
Submission of actual Technology Challenge Award nomination
                           
The submission should include the following format:

  • Cover Sheet
  • Detailed Description of the product, solution or technology
  • Photo, graphs and test results as appropriate
  • POC include Name/Competitor Category/phone/e-mail
